
If they get accepted to the project other people will be able to use your faction lists when starting their own games. You can make your own lists, change existing lists, and also you can submit your faction lists to the project through github. The main application is just a vbscript file that will allow you to select one of the faction lists, and then it will pick one of the entries in the list for you. Inside each text file is a list of faction names that you can play in that game or mod.

The text files are named after a particular version of Total War, or a TW mod. The project has a folder full of text files. I've created a project on github which will randomly select a faction for you to start the campaign with. Most people might do some research, or chose a faction that sounds most interesting to them, or maybe even use a random number generator. The version I started off trying to learn was M2TW and it does not have the ability to randomly select a faction. I've learned that some flavors of the game have the ability to randomly select a faction for your campaign and others do not. I'm also fairly new to Total War games in general.
